Title: Update on the review of the EU F-gas and ODS regulations

 

Description: The European Commission proposed in April 2022 a full review of the EU’s Regulations on F-gases as well as on Ozone Depleting Substances.

 

The proposal would allow the EU to address remaining ODS banks and make the EU’s phase down of F-gases significantly more ambitious, ensuring the EU meets and even outperforms the Kigali Agreement foreseen phase-down schedule. It would streamline administrative processes and give the EU more tools to combat illegal imports.

 

EU Co-legislators (Parliament and Council) have concluded a preliminary political agreement on 5 October. The side event will give an overview of the main elements agreed and explain next steps.

Title: Navigating a cool path along the NCAP journey: Experiences from planning and modelling to implementation by Cool Up programme, UNDP and Cool Coalition 

 

Description: 

The use of cooling is critical and ubiquitous. It is projected that the current estimated 3.6 billion cooling appliances in use will jump nearly 4 times by 2050 if all cooling demands are met. Unfortunately, the increasing use of air-conditioning and refrigeration equipment can be harmful to the climate, as these cooling systems are often very energy intensive and reliant on fossil-fuel-generated electricity, and sometimes contain refrigerants with high GWP.

National Cooling Action Plans (NCAPs) are an important tool to assist countries in identifying pathways to integrate comprehensive action to reduce direct and indirect emissions from cooling. They also offer an opportunity for a country to consider how to improve access to cooling and address additional SDGs.

Title: Creating an Enabling Environment for End-of-life Treatment of Refrigerants: Destruction by cement kiln and waste incineration plants                                                                                            

Description: This Side Event will provide a space to learn how governments, industry, and citizens can join forces to successfully recover and reclaim or destroy ODSs and HFCs in order to further protect the stratospheric ozone layer and to avoid climate tipping points. It features a new report on how destruction of ODS and HFCs in local cement kilns and waste incineration plant can support the ambitions of the Montreal Protocol to protect life on Earth for this and future human generations and ecosystems. Low-cost cement kiln and waste incineration plant destruction can motivate private enterprises to recover and destroy and empower customs authorities to apprehend illegal trade because they will be able to profit from chlorine and carbon destruction credits. One option to be discussed is to hold fluorocarbon producers accountable under their pledges of product stewardship and liability law for the overproduction that resulted in surplus ODSs and HFCs.
