In 1989, the Open-ended Working Group was established at the First Meeting of the Parties to the Montreal Protocol and is comprised of all parties. Its meetings are co-chaired by one representative from a group of non-Article 5 parties and another representative from a group of Article 5 parties.
The Open-ended Working Group prepares the Meetings of the Parties and supports those meetings by reviewing the reports of the Assessment Panels and preparing draft decisions for the parties to decide.
The Open-ended Working Group meets at least once every year. Its meetings are arranged by the Secretariat.
